The Road to Opportunity Act would end the unfair practice of taking away driver’s licenses solely because of outstanding fines and fees that are unrelated to dangerous driving.
This is crucial because people need to be able to drive to pay off their debts.

Massachusetts should pass the Road to Opportunity Act (H.3662, S.2368) and end the practice of taking away driver’s licenses solely because of debts unrelated to dangerous driving.
A version of the Road to Opportunity Act has been reported favorably by the Senate members of the Joint Committee on Transportation and is currently pending in the Senate Ways & Means Committee (S.2874).
The Road to Opportunity Act (H.3662, S.2368) will help Massachusetts residents who are struggling with the high cost of living by ending our state’s unfair practice of taking away people’s driver’s licenses for reasons unrelated to dangerous driving — such as unpaid parking tickets, tolls, and other non-safety related debts.
It will also modernize and improve debt collection by instituting a text- and email- based reminder system that has been shown to work in other states, and by introducing reasonable payment options like waivers, reductions, and payment plans based on an individual’s personal financial circumstances.
This is a commonsense reform that will help people through the affordability crisis, breaking a punishing cycle of debt, and boost our economy.
