Access to Medical Care for Persons Detained by Immigration and Customs Enforcement in Massachusetts

As a companion piece to Detention and Deportation in the Age of ICE, this White Paper explores in depth issues regarding access to medical care for immigrants detained by ICE in Massachusetts. The paper was generously funded by the Blue Cross Blue Shield Foundation of Massachusetts, whose mission is to expand access to health care for all of the Commonwealth’s people.  The paper explores general trends in access to healthcare in the county jails in Massachusetts that house immigration detainees and then focuses on five case studies.  Using a combination of in-person interviews and medical documentation, the five case studies provide a thorough documentation of examples where serious concerns about adequate health care arose.  Two Boston-area physicians reviewed medical charts and gave expert analysis on the case studies.  

The report hopes to draw attention to the issue that was foremost on the minds of many of the detained immigrants with whom we spoke.
